According to kickstart.py, badblocks checking is no longer supported.
You should be seeing a message about it in /tmp/anaconda.log.  I'll
verify that the documentation reflects this and also perhaps modify
kickstart.py to complain much more loudly.

Here's the relevant section:

     elif str == "--badblocks":
 	# no longer support badblocks checking
 	log.warning("--badblocks specified but is no longer supported")
