dhcpd.conf for kickstart

When I use the first dhcpd.conf my kickstart works fine

When I use the 2nd one I get 

 

PXE-E53: No boot filename received

I am trying to get the dhcp server to assign a specific IP address based
on the mac address and download the exact ks.cfg for that server.

What am I doing wrong?
