The installer itself (i.e. anaconda) expects the installation key.

key (optional)
     Specify an installation key, which is needed to aid in package 
selection and identify your system for support purposes. This command is 
Red Hat Enterprise Linux-specific; it has no meaning for Fedora and will 
be ignored.

         *   --skip — Skip entering a key. Usually if the key command is 
not given, anaconda will pause at this step to prompt for a key. This 
option allows automated installation to continue if you do not have a 
key or do not want to provide one.
