Order of %post processing from %includes

I am working on modifying the qa-testday.ks file which includes
the fedora-live-desktop.ks file. These files have conflicting actions
in their post sections. They both append config information to the same
file and whoever goes second effectively wins.
Since the include is at the beginning of the kictstart file I expected
the included %post section to be run first and that the qa-testday.ks
%post would be done afterwards and win the race. However that isn't
what is happening. Note that the ks files are being processed by
livecd-creator.
Is there some way I can force an ordering here? Even if not, is there
any guaranty on ordering?
