Yes.  Run ./autogen.sh to populate it with gnulib stuff.

Actually, this may not work too well unless you have gnulib checked
out exactly in ../gnulib.  I need to ask Jim Meyering nicely if he'll
make gnulib into a submodule of febootstrap.
