Although I can easily reproduce this bug, I'm not 100% clear about
when it happens.

Certainly, it happens with a blank disk.

Also, it happens with a disk containing a single partition that has a
filesystem on it.  It hangs, and then (240 seconds later) has the same
stack trace, so it appears to be the same bug.  Why exactly it should
happen in this case is not understood.

I've not tried it with 2 x partitions on a disk.
