So you compiled libguestfs 1.19.35 from source on Fedora 17?  Or you
installed libguestfs-1.19.35-1.fc18 onto Fedora 17?  Please explain
exactly what you're running.

This would be a bug, but the error message is very strange indeed.  It
seems to indicate that you're using a later virt-sysprep binary linked
to an earlier libguestfs.so.0.  You may have done something like
copying the virt-sysprep binary from one machine to another, which
won't work.
