Yes there are plans to do this, but no public timelines yet that I'm aware of.  You might be better asking this question on one of the oVirt lists, since that is now where development happens:

*If* you are certain that the VM is not running, and you know its UUID, then it's possible to go into the RHEV storage and modify it directly.  I can't remember the details but it was fairly obvious how VMs are mapped onto logical volumes by UUID.
