[Libguestfs] ANNOUNCE: libxml2 is required in libguestfs >= 1.21.30

Since libguestfs 1.21.30, the popular XML parsing library 'libxml2' is
now a hard dependency, rather than being (theoretically) optional as
it was before.

Here is the commit which makes that change:
