Did you rerun configure after installing the package?  This is
necessary because the autoconf script changes one of the variable
definitions depending on what is installed.

If in doubt this should fix things:

  sudo apt-get install libtinfo-dev
  rm -f config.cache
  ./configure
  make clean
  make

FYI on my Ubuntu 13.10 machine:

  $ nm -D /usr/lib/x86_64-linux-gnu/libtinfo.so | grep tgetent
  00000000000112c0 T tgetent
  $ dpkg -S /usr/lib/x86_64-linux-gnu/libtinfo.so
  libtinfo-dev:amd64: /usr/lib/x86_64-linux-gnu/libtinfo.so
