Agreed 100%; this was one of my points as well:

"""
s/auto-retirement is in use/you choose to retire asynchronous commands
automatically, rather than manually/
"""

Keyword being "choose" -- it's a decision the programmer needs to make.
The term "is in use" does not place the responsibility clearly with
anything or anyone.
