I think it is fine. This code was bogus with any intltool version.

For reference, libvirt-glib does this without trouble

    GETTEXT_PACKAGE=libvirt-glib
    AC_SUBST(GETTEXT_PACKAGE)
    AC_DEFINE_UNQUOTED([GETTEXT_PACKAGE],"$GETTEXT_PACKAGE", [GETTEXT package name])
    IT_PROG_INTLTOOL([0.35.0])
