[Libosinfo] [PATCH osinfo-db 0/3] tests: push Makefile bits to conftest.py

This series pushes the recent Makefile 'make check' bits into
tests/conftest.py init code. This means there is now no difference
between invoking pytest directly and calling 'make check'.

Tested on freebsd12.0 (for the locale handling) and debian9 (for
the log-level=info handling)
