[Libvir] Release of libvirt-0.1.3

  Available at ftp://libvirt.org/libvirt/

This release includes only a couple of things:
    - fix a number of bugs found since last week
    - add support for HVM domains based on Jim's original patch

There is clearly more work to be done on the hvm side, but this should
help testing the initial existing code.
