[Libvir] gettext i18n support for libvirt

I also updated the .spec to include the compiled .po files, and added
a BuildRequires on gettext, etc. Also fixed the URL to refer to libvirt.org
(with the 't')

Ok its commited now. I did a test compile & re-build of the RPM & it looks
like it worked correctly.
