Unfortunately I'm pretty sure we don't support adding arbitrary
devices (ie. PCI pass-thru).

You should be able to do this by starting the domain using an ordinary
Xen configuration file.

virt-p2v converts physical machines to virtual machines.  Boot with a
live CD or over the network (PXE) and turn machines into Xen guests.
