[Libvir] Libvirt on windows

This is somewhat outside my experience.  My best suggestion (guess) is 
to try adding __declspec(dllexport) around some libvirt functions to see 
if this causes them to be exported to VC++-compiled programs.

On gcc declspec doesn't appear to be necessary.
