[libvirt] Some Windows binaries

This is not an official distribution, but if you add the following
repository to any Fedora 8 / 9 or Rawhide box, then you will get the
latest MinGW packages.  The mingw32-libvirt package contains Windows
binaries, libvirt-0.dll and virsh.exe.
