[libvirt] [PATCH 20/20] Add support for qcow encrypted volumes to qemu.

Changes since the third submission:
- Add "flags" parameter to virSecretDefineXML(), virSecretGetXMLDesc(),
  virSecretGetValue(), virSecretSetValue(), and all derived interfaces.
