[libvirt] Toward the next 0.7.5 release

FYI, after discussions with QEMU community I'm going to force the JSON
code to be disabled for all versions of QEMU. Although JSON code exists
for all of the monitor commands in QEMU, it does not look like the 0.12
release will have merged them all. So we will aim to enable the JSON
code for QEMU 0.13 instead.
