[libvirt] libvirt-java has been released

I have updated the libvirt-java bindings with most APIS up through 
version 0.7.0. I have made 2 releases of the code:

0.3.2 - This release contains the APIS up through 0.6.1
0.4.0 - This release contains the APIs up through 0.7.0

You can access the latest version of the APIs through the following means:
