[libvirt] [RFC PATCH 3/4] qemudDomainAttachHostPciDevice refactor to use new helpers

Eliminate code duplication by using the new helpers
qemuPrepareHostdevPCIDevices and qemuDomainReAttachHostdevDevices.
This reduces the number of open coded calls to pciResetDevice.
