[libvirt] [PATCHv2] build: fix mingw build

* .gnulib: Update to latest, for termios fix.
* configure.ac (AC_CHECK_HEADERS): Drop redundent check.

This fixes the problem in a more maintainable manner.

Tested via ./autobuild.sh on a Fedora host with mingw cross-compiler.
