[libvirt] [libvirt-php 1/2] Add CFLAGS for compiler

[Lyre]

The defualt CFLAGS is `-g -Wall'. We can change it with
./configure CFLAGS="your option". The `-g' options also make
it able to build debugsource & debuginfo packages.
