I tried that but any change to the variables didn't get propagated into
variables used in the exec stanza.

I tried something like:

env LIBVIRTD_CONFIG_ARGS=
env LIBVIRTD_ARGS=

pre-start script
    source sysconfig files and set those variables
end script

exec /usr/sbin/libvirtd --daemon $LIBVIRTD_CONFIG_ARGS $LIBVIRTD_ARGS

and libvirtd wasn't started with anything but --daemon.
