[libvirt] Vietnamese Translation for libvirt

Is that mean I need to "Create a personal page at
https://fedoraproject.org/wiki/User:Username. This is very useful for Fedora
contributors to get to know and contact each other. "

And it's true that I have followed that guide. But now I only need to be
approved in the translation site for libvirt.
