You need to pass credentials array:

$credentials = array(VIR_CRED_AUTHNAME=>'root',VIR_CRED_PASSPHRASE=>'super_secret_password');
$conn = libvirt_connect("xen:///", FALSE, $credentials); // FALSE means you want read-write connection
