[libvirt] [PATCH 3/3] virsh: expose partial pull

Now virsh can call virDomainBlockRebase.

* tools/virsh.c (cmdBlockPull): Add --base parameter.
(blockJobImpl): Use it to expose BlockRebase API.
* tools/virsh.pod (blockpull): Document it.
