Sorry, I thought the repo was updated more regularly, I know it has been fixed only a few hours ago in the SVN, so it may take some time to sync. In the mean time, you can compile the rpm from:

http://svn.openftd.org/svn/fedora_cross/mingw-portablexdr/

For the records, I use:

Which is what is used by the mingw-libvirt package.
