[libvirt] [PATCH] virsh: don't crash if shutdown --mode not provided

virStringSplit requires a non-NULL input, but commit cef78ed forgot
to follow the rule.

* tools/virsh-domain.c (cmdReboot, cmdShutdown): Avoid NULL deref.
