I think we exempted .fig from whitespace checking, precisely because it
is xfig that is the (broken?) tool generating them in the first place.
It becomes a question of whether it costs more time to clean up after
xfig every time we touch an image, or if it is simpler to just let
sleeping dogs lie.  I'm okay if we don't bother in this case.
