Ooh, you won't be happy with me... I'm in the process of making some
more changes to virpci.c and qemu_*.c (in order to support vfio groups).
I'll try to indicate places in your "new" code that have/will have their
equivalent existing code changed. (Upon looking through it all -
fortunately most of my changes are in virpci.c, and you haven't changed
that much, but there are still a few things that will need updating).

I assume that in the libxl driver when no driver name is given, it
defaults to the behavior of "xen", right?

AFAIK this function is intended only to initialize stateful drivers, not
general utility libraries. Perhaps virHostdevManagerInit() should be
setup as a VIR_ONCE_GLOBAL_INIT() (search for that macro name, and
ebTablesInitialize, in virebtables.c for an example of how to use it),
then just  call virHostdevManagerInitialize() (a function created by the
VIR_ONCE_GLOBAL_INIT() macro) on each entry to the API which might be
the "first".

Hmm. But what to do with this? Like virStateInitialize(),
virStateCleanup() is intended to only call the cleanup functions of
stateful drivers, not to do general cleanup, so I don't think this is a
suitable place to call virHostdevManagerCleanup(). However, it has to be
called from *somewhere*.

Anybody have any other ideas (or a dissenting opinion)? danpb?

I'm changing virPCIDeviceSetStubDriver to return a status (because it
will now be allocating a separate string) so all calls to it need to
check for < 0 and return a failure to the caller if so.

I've noticed a lot of inconsistency in naming. I think you need to 1)
(optional but definitely nice) try to find a shorter prefix that makes
sense, and 2) consistently use that prefix for *all* functions.
