It needs to be the vapi: libvirt-gconfig-1.0.vapi is a dep of
libvirt-gobject-1.0.vapi according to the .deps file. (But
libvirt-glib-1.0.vapi is not.)

The gir is guaranteed to be generated before we enter this directory.
