Using the sample filesystems from Linaro isn't really going to be a viable
strategy. While they're ok for people working on enablement / testing of
the basic hardware / low level OS, they're not going to be complete enough
for building non-trivial applications like libvirt. You're going to need
a full OS like Fedora, but that's still only in POC stage for AArch64
