[libvirt] [libvirt-python PATCH] Revert "Change livbirt version to 1.3.0 for the next release"

This reverts commit 751e016f09a6a0dd372667bdd2b322731718e359.

Since Admin API was deferred for a release and the minor version bump
didn't happen, it must not happen in libvirt-python either, for
compatibility reasons.

This must be applied before release if and only if the same happens in
libvirt upstream as stated above.
