That is a rather old libvirt. Can you try the latest 1.2.20 release? Also, what 
version of Xen? I'd suggest trying the latest libvirt and Xen on this system.

Do you notice similar problems when using the Xen tools directly, e.g. 'xl 
create ...'; xl list? One approach to isolating problems in libvirt+libxl is to 
eliminate libvirt and use xl+libxl.
