Oh, I had completely forgotten about this one! :)

Turns out, from discussion with Martin, that those are page
feed characters, so they technically serve a purpose.

Still, given how unlikely it is that someone might decide
to print out the LGPL, and given that our copy of the GPL
has already been stripped of the same control characters,
I believe it's okay to remove them here as well.
