I'm far from being the right one to answer your question, but quick 'git
grep ra-param' shows nothing, so this particular solution is not
possible, but it shouldn't be hard to add that functionality.  It is all
about the conditions under which it should be done.  The rest is trivial.

Sure, but others would do a better job explaining what the design should
look like.  Maybe it makes sense to pass that option when there is no
<forward/> tag.
