[libvirt] [PATCH v2 5/5] virt-admin: Introduce commands srv-clients-info and srv-clients-set

Finally wire-up virAdmServer{Get,Set}ClientLimits APIs into virt-admin client.
Update the virt-admin's man page accordingly.
