[libvirt] [PATCH v1 11/14] qemuhotplugtest: Load active XML

[Michal Privoznik]

The point of this test is to load live XML and test hotplug. But
even though the XMLs we are parsing are live, the parsing is done
with VIR_DOMAIN_DEF_PARSE_INACTIVE flag.
