[libvirt] [PATCH appdev-guide] git: add config file telling git-publish how to send patches

NB, I'm not seriously expecting review on all these patches. Just really
an FYI that I'll push these all to git shortly under trivial rule. They
are identical to the previous addition to main libvirt.git, except for
the note about setting subject prefix
