[libvirt] [PATCH RFC 01/39] qemu: monitor: Reuse qemuMonitorJSONQueryBlock in qemuMonitorJSONBlockIoThrottleInfo

The wrapper executes the command and does error detection so there's no
need to open-code all of those things.
