[libvirt] libvirt profiles (a.k.a. virtuned) design ideas draft

After some discussion with people from various management apps we decided to try
and create something that would help with common, duplicated, and perhaps easy
to extract things for which the code exists in some (or most) of the projects.
I'd be glad for any feedback, so here is the rendered document:

Even though this does not concern libvirt developers, I'm adding pointers here
