[libvirt] Availability of libvirt-4.10.0 RC2

  Tagged in git and with signed tarball and rpms pushed to the usual
place:

   ftp://libvirt.org/libvirt/

 assuming nothing wromg is raised I'm likely to push the final 4.10.0
on Monday.

  Please check and give it some testing,
