[libvirt] [PATCH] virpci: Drop duplicate function

We have two functions: virPCIDeviceAddressIsEqual() defined only
on Linux and virPCIDeviceAddressEqual() defined everywhere. And
both of them do the same. Drop the former in favour of the
latter.
