[PATCH 1/2] Xen: Remove unneeded LIBXL_HAVE_* ifdefs

Now that the minimum supported Xen version has bumped to 4.9, all
uses of LIBXL_HAVE_* that are included in Xen 4.9 can be removed
from the libxl driver.
