[Libvirt-announce] ANNOUNCE: libvirt 1.2.18.3 maintenance release

libvirt 1.2.18.3 is now available. This is a maintenance release of
libvirt 1.2.18 with additional bugfixes that have accumulated
upstream since the initial release.
