[Libvirt-cim] [PATCH] [TEST] Add a 10s delay at the beginning of VSSD-04_vssd_to_rasd.py

I tried to use cim_define to fix this issue, but that didn't work for me. 
So I added a 10 seconds delay at the beginning of this test that works for 
Xen/XenFV.
