[Libvirt-cim] [PATCH] Fix qos bug when retrieving SettingsDefineCapabilites RASDs for primordial Network/0 pool

Mmmm.. another patch did not get forwarded to my email.

Anyway, +1 this patch because it solves the crashes and does not make 
the current hackery any worse.

Please get the libvirt API version of this feature on the list so we can 
rip and replace QoS.
