[Libvirt-cim] [PATCH] [TEST] Adding tests for FilterLists

FilterList - 03_create.py: FAIL
ERROR 	- Caught exception: (1, u'CIM_ERR_FAILED: Failed to update device')

The last error is either a bug or as-designed (at least in 
libvirt-0.8.7). I'm working with the network folks who did the ACL impl 
in libvirt to see which it is.
